Funding Programs

The Pig Preserve Association, Inc. (TPPA) administers three separate funds:  The Large Rescue Fund, The Sabrina Fund and The Snouts and Paws Program.  The purpose of each fund is explained in detail elsewhere on this website.

TPPA maintains and disburses these funds; and TPPA holds a fiduciary responsibility to see that these funds are managed fairly and distributed equitably based on demonstrated need.  To fulfill these missions TPPA has adopted the following policies:

1.  No board member or official of TPPA is in any way involved in the selection of individuals or organizations receiving funds under the Large Rescue Fund, the Sabrina Fund or The Snouts and Paws Program.

2.  Each individual fund maintains a group of three advisors consisting of one medical professional/paraprofessional, one sanctuary director and one advisor member. Membership on these panels rotates periodically among various members of the pig community. TPPA receives the requests for funding and it is then sends the requests for funding to that particular panel members who then  decides which requests will be funded; and the amount of funding each approved request will receive. 

a. A majority vote is required by each panel to fund a request.  Once approved by the panel, the decision to fund or not fund a request cannot be overturned or over ridden by any member or official of TPPA.  The Treasurer of TPPA sees to the disbursement of the funds, once approved by the panel.

b. The panels are tasked with examining each request for funding using the stringent criteria set forth by TPPA: Each request for funding is examined and decided on its own merit. 

c. Prior funding to an organization or individual for the same rescue or the same medical condition may be taken into consideration as the panel deliberates. 

d. The ability of the requesting group or individual to provide matching funds and/or other funding sources may be considered.

e. If multiple requests are received, funding decisions will be based on those organizations/individuals with the greatest need.  Priority will be given to those organizations or individuals rescuing pigs in truly desperate and life threatening situations or to the pig owner trying to save the life of a seriously ill or wounded pet pig.

f. Funding is NOT designed to pay the entire costs of any rescue or the entire medical bill of a pet pig.  Rather, funding is designed to help defray certain specific costs necessary to successfully undertake an emergency rescue of pigs in life threatening situations or to save the life of a sick/injured pig.

g. The panels, in their deliberations, may fund the amount requested.  They may also approve funding at a lesser amount than was requested.  In extraordinary situations, the approval of funds above what has been requested is also permissible.

h. The advisory panels will inform TPPA of their decision on each request for funding.  Included will be the justification for all decisions rendered by the panel.  This allows TPPA to provide the requesting organization or individual with the specifics and the rationale behind the decision of the advisory panels.

i. The decisions of the advisory panels are final.  There is no appeal beyond the decision of the panels.  However, should the situation that prompted the original request change substantially, the organization or individual is encouraged to submit a new application for funding with a full explanation of the change of circumstances prompting the resubmission.  Resubmissions will be considered as new requests for funding and will be afforded a complete, impartial review. 

3.  Since TPPA contains a sanctuary function...The Pig Preserve...a policy has been established which makes The Pig Preserve ineligible for any funds from any of the three assistance funds managed by TPPA.  The Pig Preserve maintains its own accounts within TPPA, which are distinct and separate from any of the three assistance funds managed by TPPA.  The board of directors of TPPA manages the funds of The Pig Preserve.

4. The Sabrina Fund Panel consists of:

        Helen Morrison of Ohio

5. The Large Rescue Fund Panel consists of:

       Dr. Joan Poster, DVM of Connecticut
       Carol Eiswald of The Tusk and Bristle Sanctuary in NY
       Jim Christensen of California

6. The Snouts and Paws Program Panel consists of:

       Lynn Boismeir of Noah's Ark in Florida
       Nancy Bayliss of Florida
       Randy Wood of Florida

7.  There is no expectation of privacy implied or expressed with any request for funds from any of the three assistance funds managed by TPPA.  These funds exist and continue to operate only because of the generosity of and donations from a widely diverse group of contributors. 

8. As a 501(c)(3) organization, the management of these funds...and all funds...under the control of TPPA are available for public examination at any time. Periodically, but no less than once a year, the Treasurer of TPPA will publish a complete accounting of these funds on the organization’s website.  

9. Specific information concerning the management of any of the assistance funds maintained by TPPA may be obtained at any time by submitting a request to the Treasurer or a member of the board of directors of TPPA. 

10. Further, TPPA reserves the right to disseminate the contents of any requests for funds made to TPPA as well as any decisions rendered by the advisory panels as needed to ensure the full and public disclosure of all donated funds.
